At the Croatian Military Academy "Dr. Franjo Tuđman" (HVU), a ceremony was held on July 2, 2024, for the handover of the dean's duties. The outgoing dean, Brigadier Andrija Kozina, handed over the duties to Brigadier Goran Huljev.

Brigadier Goran Huljev comes from the position of Head of the Air Operations Department. The HVU Commander, Major General Slaven Zdilar, thanked Brigadier Kozina for successfully performing his duties and wished Brigadier Huljev much success in his new position. General Zdilar emphasized the importance of innovations in teaching processes and the improvement of curricula and programs.

Brigadier Kozina expressed his gratitude to the HVU Commander and his colleagues from the Dean's Office for their successful cooperation and wished Brigadier Huljev much success.

The new dean of HVU, Brigadier Huljev, thanked the Commander for the trust placed in him and emphasized that the Dean's Office, with a positive approach and teamwork, has the potential to achieve all set goals.

The handover ceremony was attended by the heads of the Departments of the Croatian Military Academy.

Brigadier Goran Huljev has been a volunteer in the Homeland War since 1991. As a flight instructor, he has held various positions in the 93rd Wing of the Croatian Air Force and the Croatian Air Force Training Center "Rudolf Perešin". In addition to his flight instructor qualifications, he is also a test pilot and an authorized examiner on ZLIN 242L aircraft and the Pilatus PC-9M. During his career, he has been decorated, awarded, and commended multiple times. In 2012, the United States Air Force awarded him the Air Force Achievement Medal.

From 2017 to 2023, Brigadier Huljev served as the Commander of the Croatian Air Force Training Center "Rudolf Perešin".
